The case for change
WHY THIS PETITION MATTERS
The UK emergency alert system was launched in April 2023 and can reach every compatible mobile phone in the country within seconds. It has been used for severe weather warnings and flooding emergencies, but never once for a missing person.
Over 170,000 people are reported missing in the UK every year. Many are children, vulnerable adults, or people with dementia. In the critical first hours of a disappearance, a mass public alert could be the difference between a safe return and a tragedy.
Countries including the United States, Canada, France, the Netherlands, and Australia already use their alert systems for missing persons. The UK has the technology. We just need the political will to use it.

Government must respond
At 10,000 signatures, the Government is required to issue a formal written response. We've set our sights higher: 100,000 forces a debate, not just a letter.
Mandatory Parliamentary debate
Under UK Parliament rules, any petition that reaches 100,000 signatures must be considered for a debate in the House of Commons. The Government cannot ignore it.
Real legislative change
A Parliamentary debate puts pressure on ministers to act. With enough public support, we can push for a formal review of the emergency alert system's scope and criteria.

The UK emergency alert system was launched in April 2023. It allows the Government to send text-like alerts directly to all compatible mobile phones in a geographic area, without needing a phone number or app. It uses Cell Broadcast technology, which means it works even when mobile networks are congested.
The current system is governed by the Emergency Alerts Public Warning System, which limits alerts to life-threatening emergencies such as severe weather, flooding, and national security incidents. Missing persons are not included in the current criteria, and we believe that decision needs to change.

No. Project Emergency Alert is an independent community campaign. We are not affiliated with the UK Government, Parliament, or any political party. The petition itself is hosted on the official Parliament website, but the campaign is entirely grassroots.
The Petitions Committee will consider the petition for a debate in the House of Commons. This is not automatic; the Committee decides whether to schedule a debate. Reaching 100,000 creates a strong obligation for Parliament to act. We will also use the milestone to generate press coverage and political pressure.
